涉外交流｜罗梦妮律师受邀出席IPBA2026新德里年会演讲并赴任环境法委员会主席

2026年2月24日至28日，环太平洋律师协会（Inter-Pacific Bar Association，简称“IPBA”）2026年度大会在印度新德里隆重举行。作为亚太地区最具影响力的国际律师组织之一，本届年会汇聚了来自全球60余个国家和地区的800余名法律界代表，围绕国际商事法律、跨境争议解决、ESG与可持续发展、数据合规等前沿议题展开深入交流与研讨。我所合伙人、涉外团队负责人罗梦妮律师应邀参与IPBA委员会主席会议、理事会议、出席专题研讨会演讲，与各国法律同仁交流互动，并正式赴任IPBA环境法委员会主席。
From February 24 to 28, 2026, the Inter-Pacific Bar Association (IPBA) 2026 Annual Conference was grandly held in New Delhi, India. As one of the most influential international bar associations in the Asia-Pacific region, this year’s conference brought together over 800 legal professionals from more than 60 countries and regions to engage in in-depth discussions on cutting-edge topics, including international commercial law, cross-border dispute resolution, ESG and sustainable development, and data compliance. Ms.Mengni(Romanee) Luo, Partner and Head of Foreign-related Legal Services Group of QZ&WD, was invited to join IPBA Committee Chairs Meeting and Council meeting and deliver speech on the event as well as engaged in in-depth exchanges with legal professionals from various jurisdictions. She subsequently took up her official appointment as the Chair of the Environmental Law Committee of IPBA.
罗梦妮律师于2月27日受邀参加主题为“Carbon Crossroads: Navigating the Legal Labyrinth of a Net-Zero Future（碳之十字路口：穿越净零未来的法律迷宫）”的讨论会，并与来自德国、印度、马来西亚、波兰、菲律宾等国家的资深律师及学者同台交流。该讨论会聚焦全球净零转型背景下法律制度面临的系统性挑战，围绕ESG信息披露制度差异、上市公司“漂绿”风险防控、碳信用与碳交易机制构建，以及跨境合规与绿色金融发展等核心议题展开深入探讨。
On February 27, Ms.Mengni(Romanee) Luo participated in the panel titled “Carbon Crossroads: Navigating the Legal Labyrinth of a Net-Zero Future”, joining distinguished lawyers and scholars from Germany, India, Malaysia, Poland, the Philippines, and other countries. The panel focused on the systemic legal challenges arising from the global net-zero transition, delving into key issues such as international differences in ESG disclosure requirements, greenwashing risk mitigation for listed companies, carbon credit and carbon trading mechanisms, cross-border compliance, and the development of green finance.
罗梦妮律师结合中国ESG相关制度体系与实务发展，系统介绍了中国的“美丽中国”与“双碳”目标下，ESG相关法律与监管框架加速完善的最新进展。在交流中，罗梦妮律师还结合自身长期从事涉外法律服务的实践经验，重点分享了中国企业在“走出去”过程中应对碳合规、供应链尽职调查、跨境信息披露及绿色金融监管的实务观察，为跨国企业在不同司法辖区下统筹ESG合规提供了具有现实指导意义的中国方案，获得与会法律人士的广泛关注与高度评价。
Drawing on China’s ESG regulatory framework and practical developments, Ms.Mengni(Romanee) Luo provided a comprehensive overview of the accelerated evolution of laws relating to ESG and regulations under the guidance of the “Beautiful China” initiative and China’s dual-carbon commitments. Leveraging her substantial experience in cross-border legal practice, Ms.Mengni (Romanee) Luo also offered practical perspectives on how Chinese enterprises address carbon compliance, supply chain due diligence, cross-border ESG reporting, and green finance regulation in their global expansion, providing meaningful reference for multinational corporations coordinating ESG compliance across multiple jurisdictions, which attracted broad attention and high praise from the attending legal professionals.

2月28日，IPBA年度大会上正式公布罗梦妮律师被任为IPBA环境法委员会主席。
On February 28, Ms.Mengni(Romanee) Luo was officially announced as the Chair of the Environmental Law Committee of IPBA.
